Joe d252b13820 Increase backoff duration and maximum retry attempts in server initialization 
- Updated the `BASE_DURATION_MS` constant from 30.0 to 100.0 to allow for longer wait times during server startup.
- Increased the `MAX_TRIES` constant from 5 to 10 to provide more attempts for the server to come online before failing.

These changes aim to improve the reliability of server initialization by allowing for more extended backoff periods and retries.
