Refine TODO list and address sync performance issues

- Removed outdated tasks related to syncback optimizations from the TODO list to streamline focus on current priorities.
- Added a new task to create an agent loop for benchmarking plugin and Rust side performance, aiming to identify and resolve sync slowness.

These changes aim to enhance project tracking and improve sync efficiency.

[syncback]
detect when the output file hash is the same, and dont write to it.
we can utilize the git hashes we also use for auto select, too. we use the same format for hashes as git, too - so maybe we could do something optimized here if git is being used.
because have already loaded it, we can detect this.
this is an optimization to avoid writing 100,000 files or something on larger projects when file bytes match perfectly, or directories verifiably already exist.
make sure this is applied to plugin-based syncback, too.
can we do hash based comparisons, too? it seems most effective for actual file changes.. but im not sure..

we need to create an agent loop so it can benchmark the plugin + rust side automatically over and over to determine the root cause of this slowness
