Update settle duration in TestServeSession to improve message handling

- Adjusted the settle duration from 300ms to 100ms to ensure it is shorter than the 200ms reconciliation timer. This change prevents capturing tree-correction messages as part of the same batch, enhancing the accuracy of message processing in the test environment.

This update improves the reliability of message handling during test sessions.
