Add build steps for VS Code extension in CI and release workflows

- Introduced a new job to build the VS Code extension in both CI and release workflows.
- Set up Node.js environment and installed dependencies for the extension.
- Added steps to package the extension and upload it to the release and artifacts.
- Renamed the packaged extension file for clarity.
